Federal Surplus Property

The Federal Surplus Property Agency (FSP) is an agency within the Arkansas Department of Workforce Education.  FSP donates property that has been declared surplus or excess by the federal government. 

Public agencies, private nonprofit health and educational institutions and homeless shelters are eligible to receive property. Fees are assessed on donated property to cover expenses. These fees usually run 10 percent or less of the original acquisition cost of the donated property. 

FSP offers an e-mail service to our donees. Each year FSP receives 150+ tractor trailers loaded with federal personal property that includes tables, chairs, lateral file cabinets, legal and regular file cabinets, computer tables, medical and kitchen equipment and supplies, etc. Most items are new and still in the original box.  These are listed as NIB (New-In-Box) as well as the quantity, donation charge, and full description of the items.

FSP offers a WANT LIST allowing donee representatives the opportunity to request large equipment items like dozers, back hoes, track hoes, compactors, planes, boats over 50', train engines and cars, generators, etc.  The donee representative is contacted and allowed time to view the property before deciding to accept it. 

All donated property remains the property of the Federal Government until the end of the restriction period at which time the title is transferred to the donee organization. Most property has an 18 month restriction; however, there are some property classifications that have 60 months. Some property is never transferred  to  the donee and must be returned to FSP or a location of GSA choosing once no longer desired.

The FSP Compliance Office will discuss the  restrictions with any donee desiring this type of property.  Donee representatives may e-mail a desire to put property on hold for 10 working days. Second and third holds are allowed. In the event the first hold does not desire the property, the next hold is in effect. If you desire to be  added to the FSP e-mail database and receive our FSP listings, be sure to
e-mail us and provide he donee organization name, your name, and your position within the organization. FSP will do the rest.
